- Goals for Djibouti
1) Lower Poverty Level- In 1996 about 45% of the people of Djibouti were living in households earning below the level necessary to provide basic needs. 10% were estimated to live in extreme poverty . The average unemployment rate is close to 45%. The street children left their countries because of war or poverty, but don’t have much of a chance to break the cycle of poverty. They are unable to attend school and end up taking odd jobs, and eating out of trash cans.
Ways to improve:

- Increase education to reduce poverty (especially to females)
- Improve health system
- Improve distribution of healthy, clean water
- Improve housing situations

2) Improve education system/increase literacy rate- In 2006 only 66% of school aged Djibouti children were enrolled in school. Reasons for this are: Poverty, legal status problems (can’t get birth certificate), disability, sociocultural issues (child labor), and the way parents perceive education.
Ways to improve:
- Promote a “child-friendly school” which includes water, energy, sanitation, hygiene, safety and equality.
- Demonstrate to the still skeptical parents that education is a positive and useful experience
- Improving teacher training
- Providing adequate teaching materials
- Increase womens representation in the teaching career
- Better access to school for children in rural and suburban areas
- Making school attendance a law: this will help ensure that the citizens send their children to school

3) Improve Gender Equality- The CPIA gender equality rating in Djibouti was rated a 3 (2011). “Gender equality assesses the extent to which the country has installed institutions and programs to enforce laws and policies that promote equal access for men and women in education, health, the economy, and protection under law.” (1=low 6=high) The biggest gender inequality in Djibouti is in the education system. Djibouti is 1 of 25 countries the UN has placed special emphasis on to help eliminate gender disparity in education.

4) Combat HIV/AIDS, Malaria and Other Diseases- In a survey of 294 students only 64% had just a basic knowledge of AIDS. 80% of teenagers did not consider themselves at risk for getting HIV.
Ways to improve:
- Set up an AIDS/HIV education program that can be taught to all students in secondary schools.
- Set up public health classes that discuss HIV/AIDS, syphilis, tuberculosis
